A leaked EU report has unequivocally confirmed what many have long feared: Israel is committing serious human rights abuses in Gaza — including indiscriminate attacks, starvation, and practices amounting to apartheid. Yet, as EU diplomats prepare to meet in Brussels this week, the bloc’s response remains worryingly tentative, risking severe damage to its moral standing on the global stage
“The leaked EEAS paper makes it abundantly clear that EU institutions know very well what’s happening in Gaza,” said H.A. Hellyer of the Royal United Services Institute. “They don’t deny it, or seek to justify it in some bizarre fashion. If the EU doesn’t act on the conclusions in this paper, then its credibility will be incredibly damaged.”
The eight-page document, drafted by EU foreign affairs chief Kaja Kallas and based largely on UN findings, paints a grim picture: a blockade causing widespread starvation, indiscriminate use of heavy weapons against civilians, targeted killings of journalists, and systemic racial segregation and torture in occupied territories. These actions flagrantly violate Article 2 of the EU-Israel Association Agreement — a legal framework that entitles Israel to nearly €1 billion annually in trade benefits, conditioned on human rights compliance.
Yet, despite the gravity of these violations, Brussels appears poised to offer only a muted response. Draft conclusions for the upcoming EU summit, reviewed by EUobserver, suggest EU leaders may simply “take note” of the report without endorsing its findings or initiating sanctions. The draft summit declaration relegates the matter to a vague commitment to “review Israel’s fulfilment of its obligations,” revealing political discomfort and hesitation.
Claudio Francavilla from Human Rights Watch underscored the evidence at the EU’s disposal: “Even if the EU foreign service didn’t have staff in Gaza, they have diplomats and officials in Egypt, Israel, and the West Bank who have seen food trucks rotting because of the blockade. They don’t need the UN to bear witness.” He added: “The evidence was so overwhelming that the EU had no choice but to acknowledge reality. EU foreign ministers must act accordingly and suspend the association agreement.”
Tom Gibson from the Committee to Protect Journalists echoed this urgency: “EU foreign ministers need to act and suspend the Israel agreement. The message must be clear: Israel must be held to account. Anything less is a disgrace.”
This is not the first time the EU has stumbled on holding Israel accountable. A report last November also referenced Israeli “war crimes” but resulted in no sanctions. The continuing pattern of diplomatic caution risks transforming Europe’s human rights rhetoric into hollow platitudes.
This leaked report should be a wake-up call. Europe must move beyond diplomatic caution and impose concrete consequences. Anything less is a betrayal of justice — and of Europe’s very soul.
